Former CA DIR Chief John Duncan Joins Cal Capitol Group

Sacramento, CA -(BusinessWire)- John C. Duncan, former Director of the California Dept. of Industrial Relations, has joined advocacy and consulting firm Cal Capitol Group as a Senior Executive. Duncan worked under three California governors in a career of public service that began with postings at the Dept. of Defense in the Reagan Administration. Duncan’s expertise and communication skills will benefit CCG clients on issues involving labor, healthcare, workers compensation and employment policy at both the state and federal levels.

Duncan served as Dept. of Industrial Relations Director from 2007-2011 under Governor Schwarzenegger, after earlier holding the comparable position as part of Governor Wilson’s cabinet. In leading the labor agency he oversaw 16 divisions, boards and commissions including the Labor Commissioner’s Office, Cal/OSHA and the Division of Worker’s Compensation. He also served as the California State administrator of apprenticeship, and as a Board Member to the California State Insurance Fund and the Self Insurers Security Fund.

From 2004-2007, Duncan chaired the California Public Employment Relations Board, a quasi-judicial Board charged with administering the collective bargaining statutes covering employees of California’s public schools, colleges, universities and other public entities. Prior to that, he chaired the California Employment Training Panel, which provides funding to employers for upgrading worker skills.

Duncan also has significant private sector experience designing communication strategies for corporate, legal and governmental clients. He served from 2012-2016 as VP of Government Affairs for US HealthWorks and in 2016-2017 as Senior VP of Government Relations for Western Dental Services.

Duncan earned a Master’s of Public Administration at Harvard University’s John F. Kennedy School of Government and a BA in history from UC Berkeley.
