Today’s issue of WorkCompRecap finishes off the short week with the California WCIRB’s release of its Senate Bill No. 863 WCIRB Cost Monitoring Report – 2016 Retrospective Evaluation, which is part of a multi-year cost monitoring plan it developed to determine the impact of SB 863’s reforms.
This edition of the report includes the WCIRB’s final comprehensive retrospective evaluation of the cost impact of SB 863 based on data emerging through Q3 of 2016, which it estimates at an annual net system-wide savings of $1.3 billion, or 7% of total system costs. In a small but significant portion of those savings, SB 863’s elimination of duplicate payment for spinal surgical implants has reduced the average cost of those procedures by 28% since 2013, while the proportion of total inpatient services involving them has also come down by around 40%.
