Boca Raton, FL – Bill Donnell, National Council on Compensation Insurance (NCCI) CEO and president, has selected Susan Donegan as the new Chief Regulatory Services Officer, effective September 19, 2016.
Ms. Donegan will succeed Helen Westervelt, who announced her retirement earlier this year. Westervelt will remain at NCCI through the end of September to ensure a smooth transition.
Ms. Donegan recently served as the Commissioner at the Vermont Department of Financial Regulation, the state agency that supervises the insurance, captive insurance, banking and securities sectors in Vermont. Her career includes various leadership positions including Counsel to the Commissioner of Insurance in Massachusetts and executive director at an international non-governmental organization (NGO), as well as a private law and consulting practice.
She has served on numerous insurance regulatory committees at the National Association of Insurance Commissioners (NAIC) and the International Association of Insurance Supervisors. She was a member of the executive committees of both those organizations and held other committee leadership positions. Ms. Donegan is a featured speaker and has written various publications.
“This is a key executive position at NCCI and we conducted a rigorous and thorough search for a candidate that we felt had the expertise and experience to lead our Regulatory Division, which encompasses state relations, residual market, national policy development and other related operations,” said Mr. Donnell. “Ms. Westervelt leaves behind her a strong 35-year legacy with NCCI and we are confident that Ms. Donegan will continue to build upon those successes.”
Ms. Donegan graduated from Wagner College in Staten Island, NY, with a B.A. in Music and from Vermont Law School with a Juris Doctor. She also holds two master’s degrees in banking and financial services law, and the other in European Union and International Trade Law.
