San Francisco, CA – On July 31, 2012, the WCIRB’s Classification and Rating Committee met in San Francisco to review the results of several studies conducted by WCIRB staff regarding California’s dual classification by wage level program, as well as a number of other proposed changes to the California Workers’ Compensation Uniform Statistical Reporting Plan – 1995 (Uniform Statistical Reporting Plan) and the California Workers’ Compensation Experience Rating Plan – 1995 (Experience Rating Plan). The Agenda for the Committee’s meeting was released July 17, 2012.
Among the highlights of the meeting were the following:
- The Committee adopted the WCIRB’s Comprehensive Evaluation of California’s Dual Wage Classifications draft report. The final draft of the report will be included in the Minutes and will be presented to the WCIRB Governing Committee on August 15, 2012.
- The Committee voted to propose increases in the wage thresholds for several dual wage classifications. The proposed thresholds are shown in the Agenda and will be presented to the Governing Committee on August 15, 2012.
- The Committee recommended changes to the Physical Audit Requirements contained in the Uniform Statistical Reporting Plan to require a physical audit of policies in which payrolls are assigned to a high wage dual classification. To reduce the administrative burden, the Committee recommend that physical audits on polices with premium levels below the current physical threshold of $10,000 be required only for new business and renewal business that has not been subject to a physical audit by the insurer for the prior two policy years. The Committee recommended that this change be filed by the WCIRB in its January 1, 2013 filing to be effective on policies incepting on or after January 1, 2014.
In addition to the items above, the Committee recommended a number of other classification changes, each of which is described in the Agenda. The WCIRB Governing Committee will consider the Classification and Rating Committee’s recommendations at its August 15, 2012 meeting.
