Sacramento, Calif. (PRWEB) – The State of California’s former director for the Department of Industrial Relations has joined Bickmore Risk Services (BRS) to help lead its growing national regulatory consulting practices, the company announced today.
Effective today, John C. Duncan, 53, will serve as Senior Vice President of Governmental and Regulatory Affairs for the Sacramento-based company, which provides consulting and other risk management services to public and private sector clients in more than 30 states nationwide.
In his new role, Duncan will act as a lead consultant in BRS’ Regulatory Consulting group. Specifically, he will be working nationwide to help employers become more engaged in the workers’ compensation regulatory process, given that it can affect costs and benefits at least as much as legislation. He will provide management and strategic advice to governmental and quasi-governmental agencies, and also be involved in developing a range of programs for employers. Additionally, Duncan will provide expert witness services and help market BRS services throughout the country.
“We’re thrilled that John Duncan has joined Bickmore,” said President Greg Trout. “His vast expertise will greatly enhance our Regulatory Consulting practice and his keen insights will prove invaluable to helping employers understand and navigate proposed regulatory changes. Given California’s national leadership role in workers’ compensation reform, innovative self-insurance oversight, and safety issues, John will also be a tremendous national resource to regulators, employers, and employee representatives from coast to coast.”
BRS’ Regulatory Consulting group is dedicated to improving workers’ compensation nationwide through providing research and expert advice to employers, employees, and state regulators. This includes analyzing the impact of legislative and regulatory reforms, providing advice and tools which facilitate the oversight of individual and group self-insurance, and analyzing rating bureau pure premium rates.
Because he has focused heavily on workers’ compensation issues at the state level, Duncan possesses coveted and in-depth knowledge of key aspects of workers’ compensation, including regulation, self-insurance, and worker safety.
The company also highlighted Duncan’s vast experience in other areas that will benefit Bickmore’s clients. Prior to his being appointed by Governor Arnold Schwarzenegger to the DIR directorship, Duncan had already established a distinguished career in both the private and public sectors. Most notably, Duncan has worked as special assistant to U.S. Secretary of Defense Caspar Weinberger and as an advisor to Governor Arnold Schwarzenegger and served as a cabinet member to Governor Pete Wilson.
“John has managed $400-million budgets, overseen 3,000 employees and counseled governors and top federal cabinet secretaries,” said Trout. “He has also worked in the private sector and run his own business. His expertise is informed with tremendous perspective and executive level insights – all of which benefit our firm and clients.”
