SC Workers’ Comp Self Insurance Division Director to Retire

Columbia, SC – W.C. Smith, III, will retire as Director of the Self Insurance Division effective June 1, 2017. Mr. Smith served the citizens in the State of South Carolina for 33 years. He worked with the S.C. Department of Insurance from 1977-1981 and began his career as the Director of the Self Insurance Division at the S.C. Workers’ Compensation Commission in 1987.

Mr. Smith has provided exceptional leadership to the Commission, its employees and stakeholders during his tenure. Mr. Smith was instrumental in establishing self-insurance regulations, establishing a formula for arriving at surety requirements, establishing the process of accepting letter of credits as surety for companies posting surety requirements, and establishing standards for financial reviews of self-insurers and applications to self-insure.

Mr. Smith was recognized as the Commission’s 2013 Employee of the Year, and has provided a stellar record of public service to the State of South Carolina.

The Commission commends and offers great appreciation for Mr. Smith and for his many years of dedicated service to the South Carolina Workers’ Compensation Commission and wishes him all the best as he begins a new chapter in his life.

The Commission is pleased to announce that Bryan Berthelette was promoted to Director of the Self Insurance Division. Mr. Berthelette began his work at the Commission on October 17, 2010 as a Claims Examiner in the Claims Department. He was promoted to Compliance Officer in the Insurance and Medical Services Division on April 17, 2013. He holds a Bachelor’s Degree in Law Enforcement Administration with a Minor in Criminal Justice from the University of Memphis.
